Abstract
The article considers the policy of the Federal center to build additional support in the regions of Russia by recruitment of the authority figures from not-political fi elds, as well as “men of the people” into the political elite. Its main mechanisms were Vladimir Putin’s “trustees” and ONF (People’s Front for Russia). Due to a number of reasons, according to the author, such a policy was doomed to fail.
